Description

The UP4DMDA – Phase 1 program is a continental upstream support project designed to accelerate Africa's digital transformation by establishing an enabling strategic, political, and regulatory environment. Its intervention logic is based on the need to create the essential "substrate" (the normative and strategic frameworks) that will guide the implementation of a Single African Digital Market (SADM) by 2030. The project targets the development of critical digital catalysts (bandwidth, cloud, data, cybersecurity) and the promotion of e-commerce and digital commerce for SMEs and startups. It is intrinsically linked to the operationalization of the African Continental Free Trade Area (AfCFTA) and the Digital Transformation Strategy for Africa (DTSA).

Objectives

• Strengthen Trust Frameworks Establish the African Digital Trust Framework, the cybersecurity strategy, and the cross-border data flow mechanism to secure transactions. • Create Digital Catalysts Develop the African Sovereign Cloud Master Plan and the Strategic Framework for Universal Broadband Access, the technical underpinnings of the UNAM. • Promote Digital Commerce Design support programs for MSMEs and startups to stimulate the adoption of e-commerce and integration into digital value chains. • Integrate Cross-Cutting Dimensions Ensure that gender, climate change, and resilience are considered in the development of all digital sector frameworks and strategies.
